The market is flooded with services selling placements on sites that exist only to sell placements. They look fine in a spreadsheet: good DR, some traffic, an ostensibly relevant category page. They are also the first thing devalued whenever the link graph gets recalibrated.
In competitive B2B categories, links remain a genuine constraint. You will not outrank an established competitor on "[category] software" with better content alone if they have 400 referring domains and you have 40.
So the question is not whether to build links but how to build ones that keep working.
